What does “cannot say” actually mean?
That the data in front of you is insufficient to decide — not that the statement is false, and not that it is implausible. If answering requires a fact the exhibit does not contain, the answer is cannot say, however reasonable the statement sounds.
Why do candidates find this format harder?
Because multiple choice lets you work forwards to a number and match it. Here you work backwards from a claim, and the failure mode is over-concluding: filling a gap in the data with world knowledge or a reasonable assumption. That instinct is useful in a job and wrong in this format.
